New Packaging 226

This is a new packaging separate from the previous Dev Test that uses a command line switch instead of moving files, cleans up GTK bits from the local machine, and portablizes paths within the configuration for things like custom sounds, etc. If darksabre76 would like to take over maintenance of this release, I'm happy to hand it over.
